The answer

It is not obligatory to say Salam when entering an empty house, but it is recommended due to the Almighty's saying: "But when you enter houses, greet yourselves with a greeting from Allah, blessed and good." (Quran 24:61). A person greets themselves by saying: "Peace be upon us and upon the righteous servants of Allah." However, if there are people in the house, one says: "Peace be upon you all." And if it is a mosque, one says: "Peace be upon us and upon the righteous servants of Allah."
