The answer

Lying is forbidden and may be permissible for a benefit, provided it does not harm others. However, lying is not permissible in this case because there is no right to be attained, and because the entrant is bound by the conditions of the state, so it is not permissible to deceive or defraud it. This is lying, deception, and a failure to fulfill contracts, all of which are forbidden. Allah Almighty said: ﴿O you who have believed, fulfill [all] contracts.﴾ (Al-Ma'idah/1), and ﴿And fulfill [every] covenant. Indeed, every covenant will be questioned about.﴾ (Al-Isra/34). The Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions," and "Whoever cheats is not one of us," and "Beware of lying, for lying leads to immorality, and immorality leads to the Fire," and "Deceit and treachery are in the Fire." Efforts should be made to bring the son in through permissible means such as study, work, or a genuine marriage. If this is not possible, perhaps the family's relocation to Turkey would be better for them, while considering the danger of living in Western countries to one's religion.
