What is the ruling on someone who, in the past, vowed to dedicate a monthly sum from his salary to collect papers from magazines and newspapers containing the names of Allah Almighty and Qur'anic verses from the streets, but then found it impossible to fulfill the vow due to the lack of assistants and people's misunderstanding of his objective? What should he do, and what are the legal implications for him?

Vowing with a conditional oath is prohibited because it entails an increase in obligations. However, it must be fulfilled if the condition is met and the vowed act is recommended. Raising papers that contain the mention of Allah is an individual obligation for anyone who sees them discarded. This vow is not considered binding except according to the Hanbali school, which allows for a choice between fulfilling the vow of a permissible act or offering an expiation for an oath. Therefore, expiation for it, like an oath, is appropriate.
