Is it permissible to use a mouth spray that contains menthol and a small amount of alcohol mixed with other substances, and to perfume oneself with a fragrance that contains denatured alcohol?

If a large quantity of alcohol intoxicates, it falls under the category of Khamr (definition) (wine/intoxicant) whose impurity is disputed. The majority of scholars consider it impure, and it is not permissible to use anything containing it in the mouth or for perfuming, unless the alcohol has undergone a complete transformation and has been consumed by the pure liquid such that its properties have changed and no trace of it remains. The Fatwas of the Permanent Committee for Issuing Fatwas permit the use of medicines mixed with alcohol if the proportion of alcohol is small and its effect is not apparent in the medicine.
