The answer

Bribery is one of the major sins, and its perpetrator is cursed. It is the giving of money to obtain something to which one is not entitled. An employee is not permitted to take anything other than their salary, for gifts to workers are ill-gotten gains. An exception to the prohibition of bribery is that which is paid to remove injustice or to obtain a right that cannot be accessed except by paying money; in such a case, it is permissible for the giver but forbidden for the taker. If there is a legal requirement for obtaining a license, it is not permissible to pay a bribe to circumvent it. However, if the requirement is met and the employee procrastinates, there is no harm in paying money to obtain the right.
