Is the wife sinful if she does not contribute to the costs of the IVF procedure, which are entirely borne by the husband from his father's money, given her ability to contribute and her desire for the husband to bear them?

If the IVF procedure meets the Sharia (definition) conditions, then it is permissible. However, its permissibility does not mean that the husband is obligated to undergo it. If the husband and his father donate the costs of the procedure, then the wife is not obligated to participate in them. If that is not possible, then the wife is not permitted to compel the husband to bear the costs. If the husband desires to undergo it at his own expense, that is his affair, and the wife is not obligated to share in the costs or in any household expenses. If he has no desire for the procedure, then nothing is obligatory upon him.
