Is it permissible to use the prepaid internet card issued by Banque Misr, given that the bank takes 1.5 per mille of the purchase value as a service fee?

It is permissible to use the card for online purchases if the purchase is made with your money deposited in the bank, and there is no harm in the bank taking a percentage of the value of the purchases. However, if the bank lends you money and takes a percentage on this loan, then this is clear usury (riba) and it is not permissible to deal with it.
