What is the ruling on using a credit card for which the bank states that there is no penalty for delayed payment, while a fixed fee is incurred for cash withdrawals?

If the Shariah controls are met for the card, and the deducted amount is for the service and not for a loan, then there is no harm in it. However, if the bank takes interest on the calculated advance, then this is not permissible as it involves usury (riba).
