The answer

A plot of land purchased with the intention of building, residing, or developing a rental housing project is not subject to before its sale. After its sale, Zakat becomes obligatory on its price if it reaches the and a full lunar year (hawl) has passed over it.

As for a plot of land purchased with the intention of selling it, Zakat is obligatory on it as a trade commodity after a full lunar year (hawl) has passed on the money with which it was purchased, if that money reached the nisab, or after a full lunar year has passed since its value reached the nisab if its value increased during the year. Zakat must be paid for land that was not previously subject to Zakat, because it does not lapse due to passage of time, ignorance, or forgetfulness.
