For this type of sale to be legitimate, the bank must first purchase the apartment for itself and take possession of it, then sell it to another person at an increased price. However, if it does not purchase it for itself, but rather purchases it for you and pays its price, then takes an increase on that price, this is an interest-based loan (riba) with which it is not permissible to deal.
