Is it Islamically permissible to deal with usurious banks to benefit from government housing projects, knowing that the state stipulates the availability of the amount to purchase the dwelling, otherwise the bank will lend with usurious interest? And does the inquirer's situation, related to the high cost of real estate and its rent, permit usury out of necessity?

Purchasing a home by paying the required amount directly is permissible. However, purchasing it with an interest-bearing loan from a bank is not permissible except in cases of necessity. The inquirer's situation is not considered a necessity as long as he can find housing for rent.
