Is it permissible for an employee who bought land and built a house on it with a loan from his company, and pledged not to rent out the house or any part of it, to rent out the ground floor and live on the upper floor? And what is the ruling on this for his colleague who might suffer financial harm if he does not rent out the apartments he built?

The company stipulated that the housing unit should not be rented out until the loan is fully repaid. This condition is permissible for the company and binding upon you both to fulfill, because it serves an interest for the company, and this condition does not invalidate the contract.
