Is it permissible to benefit from the Russian government grant for purchasing property, which stipulates obtaining an interest-based loan from the bank, and then immediately repaying it with the grant?

Borrowing with usury is a major sin, for which Allah has declared war, and its perpetrator and His Messenger have been cursed. Borrowing with usury is not permissible except in a state of extreme necessity, and government grants are not considered a necessity that permits usury. Scholars have explicitly stated that usury is among the most forbidden acts, as Imam Malik is quoted saying: "I have examined the Book of Allah and the Sunnah (definition) of His Prophet, and I have not seen anything more evil than usury, because Allah has declared war concerning it." Therefore, a Muslim must completely abstain from usury, for the poverty of this world is easier to bear than falling into it.
