A credit card is a loan from the bank to its holder. The card issuer is not permitted to take more than the price of the commodity. However, it is permissible for him to take a lump sum as an administrative fee that does not increase with the amount used. As for imposing a percentage on the amount used, that is usury (riba). If the five dollars are a lump sum payment for services, then it is permissible to purchase the card; otherwise, it is not. To know the difference, request cards with varying amounts. If the percentage increases with the increase in the amount, then it is usury. If it remains fixed, then it is a permissible fee.
