Usury is one of the greatest prohibitions, and it is not permissible to engage in it except out of a legitimate necessity that cannot be averted otherwise. What you have mentioned is not a legitimate necessity. You can raise your children in this dwelling while warning them against what they hear, and striving to invite and advise the neighbors. If they do not respond, you can report them to whoever can deter them. You can also sell this house and buy a similar one for the same price elsewhere, or sell it and rent another, investing its price, while being obligated to inform the buyer about the neighbors' situation, because a bad neighbor is a defect that must be disclosed.
