The answer

The basic principle is the permissibility of trading in any permissible commodity, based on the Almighty's saying: "And Allah has permitted trade and forbidden interest," and the Prophet's (peace be upon him) saying: "Leave people; Allah provides for some of them through others." However, it is permissible for the ruler to prohibit trading in a permissible commodity if its sale leads to harm befalling the people, or if the benefit lies in its prohibition, as he has the right to restrict the permissible for a recognized public interest.
