This is done to manage people's affairs, secure benefits for them, or ward off harm from them. The ruler (Wali al-Amr) may restrict what is otherwise permissible if it serves a public interest. It is not permissible to contravene such restrictions as long as the interest is clear, lest contravening them lead to widespread corruption.
