The answer

The scenario mentioned in the question describes an interest-bearing loan, and it is forbidden to borrow with it or to purchase a car through it from usurious banks. "The Messenger of Allah, may Allah bless him and grant him peace, cursed the one who consumes usury, the one who pays it, its scribe, and its two witnesses," and he said, "they are all equal," narrated by Muslim. As for installment sales, they are permissible with their -compliant conditions and away from usurious banks.
