Usurious gains are forbidden money that one does not own. They must be spent on general Muslim welfare, such as orphanages, hospitals, and Quran memorization schools, or given to the poor and needy. It is not permissible for the one who possesses them to spend them for their personal benefit, such as paying fees or taxes. Whoever does so is accountable for the money and must donate its equivalent from their own wealth, spending it on charitable causes, along with repenting to Allah.
