The regulations governing work, established by the ruler for the benefit of the country and its people, must be adhered to and observed, as long as they achieve a public interest. If their interest is not apparent or not public, then adherence to them is outwardly obligatory only to avert harm and discord, and it is permissible to inwardly contravene them when harm is not feared.
