What is the ruling on Abdul Rahman's usurious dealings, and how can he repent from them?
The loan Abdul Rahman took from Abu Al-Qasim is forbidden because it drew a benefit, and every loan that draws a benefit is (forbidden). Moreover, Abu Al-Qasim extended the loan in exchange for influence/status (jah), and selling influence/status is prohibited.
Furthermore, Abdul Rahman assisted Abu Al-Qasim in a forbidden matter, which is cooperating with an interest-based bank. This is not permissible except in cases of necessity when no lawful alternative exists, because it constitutes cooperation in sin and aggression.
To repent from this, one must feel remorse, seek forgiveness, and turn to Allah with acts of obedience, for "indeed, good deeds do away with evil deeds."
