These benefits taken from the debtor constitute usury (riba), even if they are called administrative fees; for the naming does not change the reality. They are forbidden, whether much or little, and they will lead their perpetrator to Hellfire, due to the saying of the Prophet, peace and blessings be upon him: "A dirham of usury that a man consumes knowingly is worse than thirty-six acts of adultery."
