Borrowing with interest (riba) is forbidden in Islamic law, except in cases of extreme necessity, such as when a person has no work from which to spend on himself and those he supports. Establishing projects is not a necessity that permits riba, nor is the absence of Islamic banks considered an excuse for dealing with it.
