It is impermissible to take out an interest-bearing loan to purchase an apartment, unless one is compelled by a Shar'i necessity. This occurs when a person faces a state of danger or severe hardship, such that they fear harm to their self, or a limb, or honor, or intellect, or wealth. However, if the loan is not interest-bearing, such as dealing with reputable Islamic banks, then there is no objection to it.
