If a man's debt is deferred, there is no harm in him lending his money to the sick, especially if he knows that the loan will be repaid on time. This is better than hoarding the money. However, if the debt is due, he must pay off his debt first and should not lend money unless he has permission from his creditors or if he is reasonably certain of repayment from another source, because paying debts is an obligation, while lending is a voluntary act, and obligations take precedence. Imam Al-Nawawi elaborated on this, explaining that a recommended or permissible charity for someone who owes a debt is only permissible if he is reasonably certain of repayment from another source; otherwise, charity is not permissible.
