What is the ruling of Islamic law on dealing with a healthy young man who asks for charity in money and sugar, while taking begging as a profession, and what is the ruling on turning him away with "May God make it easy" after he says "for the sake of God"?

It is impermissible for a wealthy or strong person capable of earning a livelihood to beg from people, due to the Prophet's (peace and blessings be upon him) saying: "Charity is not permissible for a rich person nor for one who is strong and healthy." Similarly, it is not permissible to give to them, as this would encourage them in their transgression of the Sharia (definition). Begging is permissible for one who incurs debt to reconcile people, or for one afflicted by a disaster that impoverished him, or for one struck by extreme poverty or a compelling need.
