If the cooperative acts as an agent for the workers in the purchase, it is permissible for it to take a known fee for the agency. It is not permissible for the cooperative to take a percentage if the workers buy directly from the merchants, because its role then is limited to guaranteeing the purchase, and it is not permissible to take a fee for a guarantee.
