The answer

"Reports have conflicted regarding how the (Yaque) association conducts its dealings, and a definitive statement about it requires sufficient, established information. However, there are general rulings concerning financial entities: Every loan that draws a benefit is usury (riba). There is no objection to paying membership fees in associations that do not engage in prohibited activities. There is also no objection to fees charged by financial institutions in exchange for services, provided that they do not exceed the actual value of the work provided. However, if the fees change according to the size of the loan or the length of its delay, this is usury (riba). And since the fees change according to the size of the amount and the length of its loan, you must refrain from dealing with this institution.

And Allah knows best. "
