Is congregational prayer counted for those who pray in a designated prayer area in a residential building, or is it necessary to go to the mosque?

The place designated for prayer does not take the ruling of a mosque unless the adhan (definition) (call to prayer) is proclaimed therein, and it is left open for Muslims to pray there, according to the verse: "And that the mosques are for Allah, so do not invoke with Allah anyone." (Surah (definition) Al-Jinn, 72:18). Mosques are for all Muslims. If people are prevented from it, or if it is exclusive to its owner, then it does not take the ruling of a mosque and remains private property. However, if it is designated for prayer, and set up for the adhan and congregational prayers, then it becomes a mosque. Otherwise, it is obligatory for men to pray in the congregational mosque, as the Prophet (peace be upon him) commanded the blind man to do so.
