Is it permissible for a Muslim to perform the pre-prayer (sunnah) voluntary prayers at home, acting upon the hadith, "The best of a man’s prayers is in his house, except for the obligatory ones," even if he misses the congregational prayer in the mosque?

If it is difficult to combine praying the supererogatory sunnah (definition) prayer at home with catching the congregational prayer, then catching the congregational prayer takes precedence. This is because praying in congregation is obligatory, and an obligation takes precedence over a non-obligatory act. Furthermore, the supererogatory sunnah prayer can be made up later.
