It is disliked for a traveler to lead residents in prayer if he intends to shorten the prayer, because the residents will base their prayer on his and complete it. If no ruler is present, it is better for a resident to lead them so that all their prayer is with a single imam. However, if a traveler leads the residents, it is permissible, and their prayer is valid, whether the traveler shortens or completes his prayer.
