Is the ruler's request for the congregants to supplicate collectively after every prayer with three specific supplications for rain for ten days considered an innovation (bid'ah)?

Praying for rain (Istisqa') and seeking the descent of abundant rain are legitimate practices, and they take various forms, including going out for the prayer, the Imam's supplication for rain during the Friday sermon, and supplicating after prayers and in private. Some scholars are of the opinion that Istisqa' occurs in three forms: the most complete is going out and performing the prayer; the second is supplicating after prayers and during the Friday sermon; and the third is going out and supplicating without performing a prayer. Supplicating for rain after prayers is permissible and there is no harm in it.
