What is the ruling on Friday prayer in non-Muslim countries?

The Friday prayer is valid if the resident Muslims are from the town itself, and it is not a condition that the town applies the rulings of Islamic law. Furthermore, the majority of jurists did not stip stipulate the ruler's permission for establishing the Friday prayer, contrary to Abu Hanifa, may Allah have mercy on him.
