What is the difference between sunset time and meridian time?

The time of sunset begins with the setting of the sun, and approximately the first hour of it is the time of sunset. As for the time of zawal (meridian), it begins with the sun's declination [from its zenith], and the time of the sun's declination is approximately the first hour of it.
