What is the ruling on some brothers, who are unaware of prayer times, preventing a worshiper from performing Fajr prayer in the mosque, while there are recognized Islamic centers in Europe that offer alternatives, and the majority of Muslims perform their prayers in their homes?

It is advisable for brothers to consult and discuss with each other to reach an agreement on the waiting period for the Iqamah (definition), ensuring that the prayer does not go beyond its prescribed time. If an agreement is not reached and the delay causes the prayer to go beyond its time or becomes difficult, the matter should be referred to the director of the Islamic center. Otherwise, one can pray in another center that suits the inquirer's time. However, if all centers delay the prayer beyond its time, then a Muslim must perform the prayer at its prescribed time. If one catches it with the congregation, then that prayer will be a supererogatory one for him, based on the Prophet's (peace be upon him) saying: "Perform the prayer at its prescribed time, and if you then catch it with them, pray, for it will be a supererogatory prayer for you."
