What is the ruling on the adhan being called three times before the Fajr prayer, with the phrase "Prayer is better than sleep" at its end, as is done in Ghana?

The Prophet, peace and blessings be upon him, legislated two adhans for Fajr prayer: one before Fajr to alert people to wake up and prepare, and the other after the dawn breaks to inform them that the prayer time has begun. The proof for this is what Al-Bukhari and Muslim narrated from Ibn Umar, may Allah be pleased with them both, that Bilal used to call the adhan (definition) at night, and Ibn Umm Maktoum used to call the adhan after Fajr.

Scholars have agreed upon the desirability of limiting it to two muezzins for Fajr. However, if there is a need for more, then there is no harm, as stated by Imam Al-Shafi’i, Al-Shirazi, and Ibn Qudamah, with a preference for one muezzin to call after the other.

It is best to limit it to two adhans if the muezzin's voice reaches the neighborhood. However, if the voice is weak or the neighborhood is large, there is no harm in increasing them. The matter in this regard is flexible, and Muslims should strive for mutual cooperation, consultation, and maintaining harmony and unity of hearts.
