Allah has forbidden usury and declared war on those who consume it. The Prophet, peace and blessings be upon him, counted it among the seven destructive sins. Therefore, it is not permissible to take a usurious loan to build a mosque. As for purchasing a house foreclosed by a bank: if the bank sells it for a specified profit without increasing the price upon late payment, then it is permissible to buy it. However, if the bank stipulates an increase in the price upon late payment, then it is not permissible to buy it. If you are unable to build the mosque after exhausting all efforts, there is no sin upon you.
