What you have mentioned is not an excuse that permits you to look at what Allah has forbidden, for Allah Almighty says: "Tell the believing men to reduce [some] of their gaze and guard their private parts. That is purer for them. Indeed, Allah is Acquainted with what they do."
As for urine drops: When you relieve yourself, place a tissue on the organ to prevent the spread of impurity to your clothes, then perform ' (ritual washing) and wudu' (ablution) for prayer after the urine flow has ceased.
