Is it permissible to pray in a mosque built on land that the usufructuary had reclaimed from the government, and then built the mosque on it with an intention that is suspect, knowing that the governor's representative initially approved it?

Prayer in a mosque built on land usurped from the state is valid, though sinful, according to the majority of scholars. If the state permits the mosque to remain, then prayer therein is valid and permissible without sin, and the sin is removed by the permission of the landowner. The intention of the builder to defraud does not matter as long as the state has subsequently given permission.
