One is not required to perform ' for the mere emission of wind. However, if something else is expelled with it, one can perform istinja' with a tissue or similar material, without requiring water. It is not permissible to delay the Dhuhr and Asr prayers until just before Maghrib under the pretext of studying, for prayer is the greatest pillar of religion after the two Shahadas.
