What is the ruling on one who continuously suffers from flatulence and studies in a non-Islamic country, and cannot find a suitable place for purification (tahara) and ablution (wudu') at her university, which makes it difficult for her to combine prayers upon returning home before the time of Maghrib?

One is not required to perform istinja (definition)' for the mere emission of wind. However, if something else is expelled with it, one can perform istinja' with a tissue or similar material, without requiring water. It is not permissible to delay the Dhuhr and Asr prayers until just before Maghrib under the pretext of studying, for prayer is the greatest pillar of religion after the two Shahadas.
