What is the ruling on prolonging one's gaze at worshippers in the second row during their prayer, which causes them distraction?

One who stares intently at others should be advised that this behavior is contrary to good manners. Urwah even considered it a form of disobedience to parents. The starer should also be reminded to occupy himself with the post-prayer remembrances, following the example of the Prophet, peace and blessings be upon him, facing the Qibla (definition) during remembrance if he is not an Imam. The worshipper should not pay attention to others looking at him and should focus on his prayer with his heart, for his preoccupation with conversing with his Lord will make him oblivious to those who are looking.
