"Combining and shortening prayers (Jam' and Qasr) are legislated for the traveler. However, whoever intends to reside in a country for four days or more, the ruling of travel ceases for him, and he assumes the status of a resident. Therefore, it is not permissible for him to shorten or combine prayers due to travel, and he must pray each prayer at its appointed time. If doing so causes him genuine hardship, he is permitted to combine the Dhuhr and Asr prayers, and the Maghrib and Isha prayers, without shortening the prayers. We also draw attention to the conditions for the permissibility of traveling to disbelieving lands."
