What are the regulations for combining prayers while traveling, and is it permissible to combine two prayers merely by intending to travel? What is better: combining the Maghrib and Isha prayers by praying them early, or delaying them until the necessary time? Is it a condition for combining prayers that the means of transport not stop, or is it valid to combine them even if there is a possibility of stopping?

It is not permissible for a traveler to combine prayers until he has passed the last houses of his town. It is not a condition that he be moving; rather, he is permitted to combine prayers even if he is stationary. The best way to combine prayers is what is easiest for the individual. It is not permissible to delay the Isha prayer, if combined with Maghrib, until after midnight. If you prayed Asr with jama taqdim (combining and praying earlier) before leaving your town, then the Asr prayer is invalid and must be repeated.
