If the second city is a homeland for the traveler, or his wife is there, or he intends to reside in it for four days or more, then his journey has ended, and he is obligated to complete the 'Asr prayer with four rak'ahs. He must repeat it if he prayed it shortened. However, if it is not so, and it is at a distance that permits shortening prayers, then his action is correct, and he is not required to combine the prayers.
