When combining the delayed Maghrib and Isha prayers, should Maghrib be prayed first or Isha?

You must pray Maghrib before Isha when combining them, because the order between prayers is obligatory and does not cease to be so except for fear of the elective time of the present prayer expiring, or due to forgetfulness according to some scholars.
