You must fear Allah and abandon fondling children, for that may lead to obscenity. Allah has forbidden immoralities and everything that leads to them, as He, the Almighty, says: "And do not approach immoralities - what is apparent of them and what is concealed," and "And do not approach unlawful sexual intercourse. Indeed, it is ever an immorality and is evil as a way."

What you are doing arouses lust, which is not permissible to fulfill except with one's wife or a slave woman, as Allah, the Almighty, says: "And those who guard their private parts Except from their wives or those their right hands possess, for indeed, they are not to be blamed But whoever seeks beyond that - then they are the transgressors."

Regarding what comes out of you: If it is semen (discharged with gushing and great pleasure, followed by relaxation), then you must perform (ritual bath). If it is madhiy (pre-seminal fluid, not gushing and not thick), then you must wash the area it touched and perform wudu (ablution).
