Is it forbidden to have intercourse with a sick wife who cannot perform ghusl (ritual bath) after major impurity for three weeks, or is it permissible to have intercourse with her and she performs tayammum (dry ablution) for prayer?

There is no blame upon you for having intercourse with your wife, and is sufficient for her until she recovers. It is permissible to have intercourse with one's wife even if water is not available, and tayammum suffices for until a Muslim finds water.
