The question

Is it necessary to repeat the ghusl if I doubted that urine came out during it, then I cleaned it and rewashed my foot, and is the smell of semen like dough an essential condition?

The answer

If the sensation of urine exiting during is merely a doubt, then it should be ignored, and you should complete the ghusl and pray immediately thereafter, unless your ablution is nullified.

As for a woman's maniyy (vaginal discharge), it is thin and yellowish, and has two signs: its smell is like a man's maniyy (the smell of palm spathe or dough), and post-emission languor. The presence of either sign is sufficient to rule that it is maniyy.

And beware of obsessive whispering (waswasa); its cure is to turn away from it and not pay attention to it.
