If it is probable that the paint specks occurred after the (ritual bath), then their presence does not affect the validity of the ghusl. However, if it is not possible that they occurred after the ghusl, then they must be removed, the area they covered must be rewashed, and the prayers performed with that incomplete ghusl must be repeated. It is not necessary to repeat the entire ghusl because continuous action (muwalat) is not obligatory in it.

Shaykh al-Islam Ibn Taymiyyah held the view that a minor obstruction is excused, and thus, prayers do not need to be repeated. However, the more cautious opinion is that of the majority, which requires making up the prayers. Fasting has no relation to the validity of the ghusl.
