Is it permissible for a woman to perform tayammum if she becomes pure from menstruation at work, and there is only a restroom and a sink for washing hands available?

The woman mentioned is able to perform (ritual bath), so she should bathe with water in the place where she relieves herself. It is not permissible for her to perform (dry ablution) unless she is truly incapable of using water.
